well you need water to use the attack in the first place, trust me ive been testing the deck and DDE's are paractically useless

the problem with DDE's in this deck is that the dde's dont help the damage output the text on kingdra says basic lightining and also the DDE's dont help any of the other pokemon.

the problem with dive ball in an archie deck is that it doesnt thin your hand to help pull off consistent archies

i suggest dropping the level ball and adding a second wally as it is great for the t1 water duplicates if you go second other than that the other tweaks would be personal preferance so i suggest testing it a lot and tweaking it to your liking. Looks good!

if you want to counter carbink i suggest the articuno ancient trait from ros. it makes it so you can take two prizes for the carbink and you are already playing water energy and its also a good non ex attacker. i would play one or two in this list instead of raichu

i love kingdra and tested it with magnezone and playing super scoop up is fun it makes it so you can heal and with a magnezone out you can put all the energy back on immediately. kingdra is fun in expanded with eels
