The basis of gem pokémon is that they attach themselves onto another one of their evolutionary line and convert them into crystalline pokémon. These crystalline forms enhance the elemental prowess of the original.

An example of a gem pokémon:
Basic Eevee gem 60 hp Colorless

Gem rule: At any time during your turn, (before your attack) you may attach this card from your hand or your bench to a Pokémon that evolves from Eevee that doesn't already have a Pokémon Tool card attached to it as a Pokémon Tool card. (If you attached it from your bench, discard all cards attached to it.)

Ability: Gem Evolution
Once per turn, you may search your deck for a Pokémon that evolves from eevee, play it on the bench and attach this Pokémon to it as an Item card.

[C][C][C] Crystal birth
If you have a Pokémon that has a gem Pokémon attached to it as an Item card, search your deck for a Pokémon that evolves from the attached Pokémon, and use it to evolve that Pokémon.

Weakness: Resistance: Retreat cost: [C]

An example of a crystalline pokémon:
Stage Crystal Jolteon 180 hp Electric

Crystal rule: Only evolve this card from a Jolteon that has an Eevee gem attached to it as a Pokémon Tool.

[L][L][C] Powerbolt 90
This attack isn't affected by resistance. This attack does 30 damage to 1 of your opponent's Benched Pokémon. (Don't apply Weakness and Resistance for Benched Pokémon).

[L][L] Ultimate Element 100
Discard an Eevee gem attached to this card. Treat the Defending Pokémon's weakness as [L] for this attack if the Defending Pokémon is [W] or [R].

Weakness: [F] Resistance: [M] Retreat cost:

I don't mind suggestions. Also how do you use spoilers?

1st off:
The Gem rule states "attach...as an item." Are you trying to say Pokémon Tool? If so, the Gem rule should read:
Gem rule: at any time during your turn, (before your attack) you may attach this card from your hand or your bench to a Pokémon that evolves from [Pokémon's name] that doesn't already have a Pokémon Tool card attached to it as a Pokémon Tool card. (If you attached it from your bench, discard all cards attached to it.)
And the Crystal Rule:
You can only evolve this Pokémon from [Pokémon's Name] if it has a [Pokémon's previous evolution's name] Gem attached to it as a Pokémon Tool card.
2nd off:
Can you do a Goomy Gem?

Can you do a Goomy Gem?
